* According to CNNMoney.com, the number of homes now entering into some stage of
Foreclosure is surging and this year we will see more properties go into Foreclosure than
ever before in history.
The Wall Street Journal recently had an article that forecasted that there could be up to 1
MILLION Foreclosures in 2008. And I suspect there will be even more.
It was the second highest monthly foreclosure total of the year; in February, 2006, 117,151
properties entered foreclosure. An astonishing statistic.
And there is NO END IN SIGHT. Analysts blame A.R.M.S (adjustable rate mortgages) that are
now coming due, combined with a skyrocketing interest rake hike for the 17th time since June
of 2004.

Local government leaders who could face greater oversight on how they spend taxpayer
dollars and businesses that would have to charge the nation’s highest sales tax also
expressed reservations about the Republican governor’s plan. Daniels developed his plan,
announced in a live television address, in response to a statewide property tax crisis that
saw bills this year double and even triple for some. “When Indiana acts this time, and act
we must, our steps must be fair, far-reaching and final,” he said. His proposal, which
requires legislative approval, would provide about $1.Billion in new property tax relief, in part
by:
•Capping residential property taxes at 1 percent of a home’s assessed value, at 2 percent for
rental properties (emphasis added) and at 3 percent for businesses, all by 2009.
•Adding a homestead deduction of 35 percent, on top of the current maximum of $45,000,
also in ’09.
•Increasing the state’s sales tax next year to 7 percent from 6 percent.
•Eliminating elected township and county assessors and creating a single appointed
assessor in each county.
Under the plan, someone with a home worth $100,000 would pay no more than $1,000.
Property Taxes - Send a letter, fax or email...
In light of the significant impact that increased property taxes have on all property owners,
and also the detrimental impact of increased taxes on investors, NIREA is committed to
partnering with other organizations in voicing opposition to legislators using various
methods and formats. Individually, NIREA is not large enough to influence change, however
by combining NIREA members (and their friends) with all other property owners in the
community to actively participate in organized tax opposition events, our combined efforts can
be more sizeable and effective.
Let the legislators and City-County Councillors know the detrimental impact that property
taxes have on all property owners, but especially investment property owners because there
are no exemptions available to reduce the tax, as owner-occupants receive.
Use the following letter to send an email, fax or letter to your respective City-County
Councillor and State Representative, imploring their support of immediate changes to the
current taxing system.
Simply highlight the text of the letter, then copy/paste into your email message or word
processing document (for letter or fax). You may add comments related to property taxes
impacting your personal situation, however we encourage you to maintain a professionalism
to your communication. It is understandable that emotions run high, and although it may be
tempting to include name-calling and personal attacks, please refrain since it will only
reduce the credibility of your message.

Governor Daniels' Property Tax Proposal
Gov. Mitch Daniels’ call Tuesday to permanently cap
property tax bills and cut the average Hoosier homeowner’
s bill by more than a third was met with open arms from
key legislative leaders.
The sweeping proposal, however, was widely criticized by
school officials whose building projects would be subject
to voter referendums.

“Wisconsin Senator Herb Kohl has announced plans to introduce legislation
aimed at curbing the rise of foreclosure rescue scams. The bill is still being
drafted and staff is basing the legislation on state proposals and existing law.
Besides what we fully expect the measure to contain (ban on leaseback to
owner and upfront foreclosure consultant fees), the measure is likely to
contain some or all of the following provisions:
• Ban on all “Subject To” transactions;
• Limitations on investors ability to purchase or take any equity interest
in a home in default;
• Ban on all advertising related to “Saving Homes From Foreclosure”;
• Restrictions on real estate seminars.
The National Association of Realtors has offered the 2004 Minnesota law
governing real estate investors as an acceptable model for the entire nation.
This is no surprise since the Realtors are exempt from the law.
[note that in Hennepin County, MN foreclosures have increased more than five-fold since
the passage of the legislation, and we do not consider this mere coincidence.]
NIREA expects intense political pressure to pass legislation on this issue before members
of Congress leave in the fall.
NIREA has a team of lobbyists working on this issue and will work continuously on behalf of
our members. I would like to thank our members for their support and as always we will be
providing updates on this effort and all of our state work as circumstances warrant.
This alert is also being distributed to investors and real estate speakers who have not yet
decided to support NIREA ’s efforts. Costs for a full federal lobbying and public relations
campaign can easily run into the millions of dollars. While we do not necessarily needs
millions of dollars, we do need additional funding and industry support for this federal effort.
The U.S. House of Representatives will likely act on this issue shortly as well, and our
effort will involve hundreds of meetings with members of Congress and staff, preparation of
letters, white papers, and testimony, advertising in Capitol Hill media outlets, and extensive
outreach to the Federal Trade Commission.
Over the last several years, NIREA has worked hard to earn credibility and the trust of the
industry to serve as the voice for the industry before state and federal lawmakers. Our
outreach to political figures throughout the country are resulting in tangible wins not just for
the industry but for consumers and lawmakers dedicated to stopping fraud without harming
the industry. We are now asking the entire industry to help with our efforts, and in particular
seeking support from the remaining speakers not yet on board with this effort.”
